Introduction

The Community Foundation of Boone County (CFBC) is announcing a new funding initiative. The purpose of this new program is to encourage a closer partnership between CFBC, and Boone County education foundations and their respective schools. We believe that this program will provide a number of advantages to the schools and to their education foundations. These include:

  1. opportunity for the CFBC and the education foundations to work more closely together in providing an efficient means of identifying and funding the most worthy school proposals as the education foundations will have a better first-hand knowledge of school needs than will CFBC.
  2. annual availability of CFBC funds to each educational foundation to supplement the funds available for their funding of school proposals;
  3. improved opportunity for the education foundations to fund more of their highest priorities;
  4. assurance of the availability of a minimum annual funding supplement from the CFBC;
  5. greater potential for schools to receive more and/or larger individual grants;
  6. a more efficient procedure for the submission of school proposals, eliminating the need for schools to respond to multiple deadlines for education foundation and CFBC funding opportunities, and
  7. encouragement for schools to submit a variety of requests, including those that propose new and permanent educational innovations.

Procedures

  1. All school proposals will be submitted to the local education foundations.
  2. School proposals may, at the discretion of the education foundation, be forwarded to the CFBC.
  3. Proposals forwarded to the CFBC will be reviewed within either Option I or Option II (below) at the direction of the education foundation.
  4. Proposals to be considered under Option I may be submitted to the CFBC as soon as the education foundation review and approval process is completed. Proposals to be considered under Option II are to be submitted according to regular CFBC deadlines.
  5. CFBC awards will be made according to its regular policies and guidelines.

Option I: Education Foundation Match Required

In order to receive the highest priority for CFBC funding, a school must have been first awarded at least a 1/3 match by the education foundation (i.e., one education foundation dollar for every two CFBC dollars requested). Proposals forwarded to the CFBC must be accompanied by a form (provided by the CFBC), signed by an education foundation official stating the amount of the approved education foundation award (match).

A maximum of $5,000 for CFBC funds will be available annually to be used as matches for each education foundation. CFBC matching funds not awarded prior to the end of the calendar year will not be carried over to the following year.

Option II: Education Foundation Match Not Required

School proposals not having been awarded an education foundation 1/3 match may also be forwarded to the CFBC by the education foundation. Each must be accompanied by a brief but convincing statement by an education foundation representative (on a form provided by CFBC), and signed by the education foundation representative, briefly explaining (1) why education foundation funds were not awarded, and (2) why CFBC funding would be appropriate.

For these proposals, preference will be given to requests proposing original ideas (i.e., for previously non-existing projects) having the potential for significant and permanent impact upon a particular part of the school corporation's program/mission, even after CFBC funds have been spent (i.e., future students must also be able to benefit from the award).

NOTE: Option II proposals must be prepared and submitted according to the Community Foundation of Boone County "Grants Guidelines for School Corporation Proposals."

CFBC award or denial letters will be sent directly to the submitting school corporation with copies to the appropriate education foundation. Option I awards will be announced as having been made cooperatively by the education foundation and the CFBC.
